What PSEB registration is

For IT exporters, PSEB registration is one of the most valuable registrations you can hold

The Pakistan Software Export Board (PSEB), under the Ministry of IT and Telecom, registers IT and IT-enabled services companies, call centres and freelancers. For businesses exporting IT services, registration affects how export income is taxed and how banks treat incoming foreign payments.

Under section 154A of the Income Tax Ordinance, 2001, export proceeds from IT and IT-enabled services are taxed under a final tax regime when they are realised through banks. Since 2022, exporters registered with PSEB have been eligible for a reduced rate of 0.25% instead of the standard 1%, and the reduced rate has been reported as extended to 2029. Rates are set by each year's Finance Act, so we confirm the current position for your business.

To register, a business generally needs to be formally registered with SECP or as a firm, hold an NTN, have a functioning office and be actively providing IT or IT-enabled services. The application is made online through PSEB's registration portal with the business's incorporation documents, owners' and directors' CNICs and bank records, and the registration is renewed every year. Freelancers register separately through freelancer PSEB registration.

PSEB registration only pays off when it lines up with your bank, your tax return and your renewal date. We manage all three.

Risks we prevent

Where PSEB registration usually goes wrong

These problems cost IT exporters money every month until they are fixed.

01

Paying the higher rate

Exporters who never register can pay the standard 1% rate under section 154A instead of the reduced rate for PSEB members.

We register you as early as possible.
02

Lapsed registration

A missed annual renewal can mean the bank applies the standard rate to your export proceeds.

We renew before expiry.
03

Objects that do not cover IT

A company whose memorandum does not clearly cover IT or IT-enabled services can face questions at registration.

We check your constitution first.
04

Proceeds through the wrong channel

Export income that does not arrive through formal banking channels may not qualify for the export regime.

We review your payment routes.
05

Dropping off the ATL

A late return can take you off the Active Taxpayers List, which raises withholding on many transactions.

We file your returns on time.
06

Incomplete applications

Missing or mismatched documents delay approval while foreign payments keep arriving.

We check the pack before submitting.

FAQs

PSEB registration questions we hear most

Have a question that is not here? Send it to us on WhatsApp and we will reply the same day.

What is PSEB registration?
It is registration with the Pakistan Software Export Board, which operates under the Ministry of IT and Telecom. PSEB registers IT and IT-enabled services companies, call centres and freelancers. For exporters, registration is linked to the reduced final tax rate on export proceeds and to recognition with banks and clients.
Who can register with PSEB?
Businesses providing IT or IT-enabled services, such as software development, web and app development, cloud services, IT consultancy, SaaS and many outsourced services, can generally register. The business should be formally registered, hold an NTN and be actively operating. Individual freelancers use a separate freelancer registration.
What documents are needed for PSEB company registration?
Typically the NTN certificate, the CNICs of owners and directors, passports for foreign shareholders, the SECP incorporation documents or firm registration certificate, details of directors and a recent bank statement, or a bank certificate for new companies. We confirm PSEB's current list before preparing your pack.
What are the tax benefits of PSEB registration?
IT export proceeds are taxed under a final tax regime under section 154A. Since 2022, PSEB-registered exporters have been eligible for a reduced rate of 0.25% instead of the standard 1%, subject to conditions such as receiving proceeds through banking channels. Rates can change with each Finance Act, so we confirm the current rate for you.
How long is PSEB registration valid?
PSEB registration is renewed every year. If it lapses, your bank may start applying the standard rate to your export proceeds, so we diarise your renewal and file it before expiry. See our PSEB renewal service.
Do I need a company to register with PSEB?
Not necessarily. PSEB registers companies, registered firms and individual freelancers. A company often makes sense once you have staff, larger contracts or plans to raise investment. We can set one up through our IT company registration service.
Does PSEB registration mean I do not need to file a tax return?
No. You still need to file annual income tax returns and stay on the Active Taxpayers List. The final tax regime covers export proceeds, but other income, assets and obligations still need to be reported correctly.
How much does PSEB registration cost?
Our fee is fixed and depends on your structure and whether any company setup is needed. PSEB's own fees are listed separately in your quote. Your first consultation is free.
