Withholding statements

Your statement is how payees get credit for the tax you deducted

A section 165 withholding statement lists every deduction you made in the quarter, with the payee, the section, the amount paid and the tax deposited. FBR uses it to match deposits to taxpayers, so errors affect both you and the people you paid.

Under section 165 of the Income Tax Ordinance, 2001, every person required to deduct or collect tax files a statement for each quarter of the tax year on IRIS, by the 20th of the month following the quarter. The statement must reconcile with the challans (CPRs) through which the tax was deposited. Where no tax was deducted, a nil statement is still required. Late or missing statements attract penalties under section 182, and inconsistencies often trigger notices or a withholding audit.

This service covers the statements themselves. If you need help working out which payments to deduct and at what rate, see our withholding tax compliance service. Clean bookkeeping makes the quarterly statement much faster to prepare.

For each quarter we start from your payroll, payables and rent records, list every payment on which tax was deducted, and check each payee's NTN or CNIC and name. We then match every entry to the challan used to deposit the tax, flag any deduction that was not deposited or any deposit that has no matching entry, and fix the gaps before filing. If earlier quarters were missed or filed with errors, we prepare catch-up and revised statements in date order, so your record on IRIS is complete and your payees can see the credit in their own tax profiles.

Most withholding statement problems come from deposits and statements being prepared by different people at different times. We prepare both from the same records.

FAQs

Withholding statement questions we hear most

Have a question that is not here? Send it to us on WhatsApp and we will reply the same day.

What is a withholding tax statement?
It is a statement under section 165 of the Income Tax Ordinance, 2001 listing the tax a withholding agent deducted or collected in a period, with payee details and deposit references. It is filed electronically on IRIS.
When are withholding statements due?
Statements are filed quarterly, by the 20th of the month after the end of each quarter: 20 October, 20 January, 20 April and 20 July. FBR can extend dates by notification.
Do I need to file if I deducted no tax?
Yes. A withholding agent files a nil statement for a quarter in which no tax was deducted or collected.
What is the penalty for not filing?
Late or missing statements attract penalties under section 182 of the Income Tax Ordinance. Missing statements can also prompt notices and a withholding audit.
Why must the statement match the CPRs?
FBR matches the tax reported in statements with the tax deposited through challans (CPRs). Mismatches can deny credit to payees and raise questions about your deposits.
Can I correct a statement after filing?
Yes, revised statements can be filed on IRIS to correct errors. It is better to correct errors promptly than to wait for an FBR notice.
How is this different from withholding tax compliance?
Statement filing covers the quarterly reports. Our withholding tax compliance service covers deciding what to deduct, at what rate, and depositing it.
How much does statement filing cost?
We charge a fixed fee per quarter, based on the number of entries. Your first consultation is free.
