Registering for sales tax

Registration is quick to start and easy to get wrong

Sales tax registration under the Sales Tax Act, 1990 is filed online, but it asks for details that decide how FBR treats your business from the first return: your business activity, your premises, your bank account and whether you are a manufacturer.

Registration is made on FBR's IRIS portal through Form 14(1). You need an NTN, a bank account certificate in the business's name, GPS-tagged photographs of the business premises and utility meter, and the electricity or gas consumer number. Manufacturers also upload photographs of installed machinery and the industrial meter. The registered person must then complete biometric verification at a NADRA e-Sahulat centre within 30 days, or their name can be taken off the sales tax Active Taxpayers List.

Sales tax on goods is registered with FBR. Sales tax on services is separate: services in Islamabad are registered with FBR under the ICT (Tax on Services) Ordinance, 2001, while services in the provinces are registered with PRA, SRB, KPRA or BRA. Many businesses need more than one registration. Once registered, monthly returns and FBR digital invoicing begin, which our sales tax compliance service takes care of.

A registration filed with the wrong business activity or premises details can take months to correct. We get it right the first time.

Risks we prevent

Where sales tax registration usually goes wrong

These problems are simple to avoid at registration and slow to fix afterwards.

01

The wrong business activity

Selecting the wrong activity or manufacturer status changes your obligations and can lead to suspension later.

We classify your business correctly.
02

Missed biometric verification

Without verification within 30 days, your name can be removed from the sales tax Active Taxpayers List.

We remind you and track completion.
03

Premises details that do not match

Photos, utility details and addresses that disagree can trigger field verification and requests for documents.

We check everything before filing.
04

Registering for goods only

Businesses that also supply services often miss provincial sales tax on services registration.

We map every jurisdiction you need.
05

Registering and going quiet

Registration starts a monthly return obligation, including nil returns, from the first tax period.

We plan your first returns.
06

Charging tax before registration

Tax invoices issued without a valid registration mean buyers cannot claim input tax and penalties can follow.

We time invoicing with registration.

FAQs

Sales tax registration questions we hear most

Have a question that is not here? Send it to us on WhatsApp and we will reply the same day.

Who needs to register for sales tax in Pakistan?
Under the Sales Tax Act, 1990 and the Sales Tax Rules, 2006, registration is required for persons such as manufacturers above the cottage industry limit, importers, wholesalers, distributors and Tier-1 retailers, among others. Other businesses may register voluntarily, often because their customers require a sales tax registration number. We check which category applies to you.
What documents are needed for sales tax registration?
Usually your NTN, the CNIC of the owner, partner or director, a bank account certificate in the business's name, premises details with GPS-tagged photographs, and the utility consumer number with meter photographs. Manufacturers also provide machinery and industrial meter photographs. Companies add their incorporation documents.
What is biometric verification and when must it be done?
After registration on IRIS, the registered person must complete biometric verification at a NADRA e-Sahulat centre within 30 days. If verification is not completed or fails, the person's name can be removed from the sales tax Active Taxpayers List, which affects both you and your customers.
Can I register for sales tax online?
Yes. Registration is filed on FBR's IRIS portal through Form 14(1), and FBR also allows registration through its IRIS and Tax Asaan mobile applications. Only the biometric verification step requires an in-person visit to a NADRA e-Sahulat centre.
Do service providers register with FBR or a province?
It depends on where the services are provided. Services in Islamabad Capital Territory are registered with FBR under the ICT (Tax on Services) Ordinance, 2001. Services in Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan are registered with PRA, SRB, KPRA and BRA. Businesses operating in several provinces may need several registrations.
What happens after I am registered?
You receive your registration and must file a sales tax return every month from the first tax period, including nil returns. You also need valid tax invoices, required records and integration with FBR digital invoicing. Our sales tax return filing service can take over from the first month.
Should I register voluntarily?
Sometimes. Voluntary registration can help you claim input tax and win customers who only buy from registered suppliers, but it also brings monthly filing and invoicing obligations. We weigh up both sides for your business before you decide.
How much does sales tax registration cost?
Most registrations are a fixed fee that depends on the number of registrations and locations involved. Your first consultation is free, and you receive a written quote before any work starts.
